Adkins Named the South’s Lead Legislator on Energy

Governor Joe Manchin III of West Virginia, Chairman of the Southern States Energy Board, has announced the appointment of Kentucky’s House Majority Leader Rocky Adkins (D- Sandy Hook) to serve as the Vice Chairman of the Southern States Energy Board. With this prestigious appointment, Representative Adkins becomes the lead legislator for energy and environmental issues in the South.

Manchin offered much praise to the Commonwealth of Kentucky legislator, stating: “Representative Adkins is a renowned legislative leader who is recognized across the South for his ability to craft solutions to difficult energy and environmental issues. His authorship, guidance and counsel in the bi-partisan passage of major energy acts in his State {House Bill 299 (2006), House Bill 1 (2007), and House Bill 2 (2008)} demonstrate his commitment to a strong energy policy for America and has made Kentucky a national leader in energy research and development and workforce issues.”  Read More

House Bill 2 Becomes Law



Majority Leader Rocky Adkins' Energy Efficiency Bill Becomes Law

Frankfort, KY: Majority Leader Rocky Adkins joined Governor Steve Beshear as he signed House Bill 2 into law. Rep. Adkins said that House Bill 2 "builds upon the sound energy policy direction that was started with the passage of House Bill 1 in the 2007 special session last summer. This bill will expand our footprint in energy efficiencies, conservation initiatives, and renewable energy solutions."

    Specifically, House Bill 2:
  • Establishes high performance buildings standards and timeframes for state-funded construction, and require that by 2018, state-leased buildings meet those same standards.
  • Appoints a High-performance Buildings Advisory Committee of 14 people representing Finance and Administration and Commerce Cabinets, Council on Postsecondary Education, the Governor's Office of Energy Policy, Department of Education. The committee also would have someone from UK's School of Architecture, Kentucky Forest Industries Association, American Institution of Architecture, American Society of Heating, Refrigerating and Air Conditioning Engineers and others involved in the energy efficiency construction industry.
  • Provides
    • Residential Energy Efficiency Kentucky Income Tax Credits for a percentage of installed costs of upgraded insulation, energy-efficient windows and doors, geo thermal technology and heating and cooling systems;
    • Commercial Property Energy Efficiency State Income Tax Credits for a percentage of installed costs of energy-efficiency interior lighting systems and HVAC systems;
    • Energy Star Home and Manufactured Home Credits for purchasers and owner-builders of ENERGY STAR homes.

Adkins Cure for Cancer Golf Tournament
Rocky Adkins' Cure for Cancer Golf Tournament Raises More Than $1 Million

Majority Leader Rocky Adkins was recognized for contributing $1 million to improving healthcare in the Commonwealth through his annual Rocky Adkins Golf "Cure for Cancer" Tournament. Kingıs Daughters Medical Center President and CEO Fred Jackson presented Rep.Adkins with a special crystal award during a surprise ceremony at this yearıs tournament in Morehead, Ky.

"I am humbled and deeply honored by this recognition," said Rep. Adkins. "As a cancer survivor, I know how frightening and uncertain those days can be. That's why I have devoted the proceeds from this golf tournament to helping cancer patients and their families get through those difficult times at the best facilities in this region - and that's King's Daughters Medical Center."

Rep. Adkins began his golf tournament in 1995, after successfully battling prostate cancer. During the tournamentıs earliest years, the funds raised went toward cancer research in the Commonwealth. For the past five years, the tournamentıs fund have been dedicated to the Hospitality House at Kingıs Daughters Medical Center in Ashland, Ky.  Read More
